Individuals receiving cash assistance (TANF) or earning below 200% of the Federal Poverty Level, owner of vehicle, and... Steuben: Must reside in Steuben, have a valid NYS license clear of any felony moving violations, have custodial or non-custodial children under age 18, working minimum of 20 hours/week or have a documented promise of employment. Chemung: Must reside in Chemung County, have a valid NYS license clear of any felony moving violations, working minimum of 20 hours/week or have a documented promise of employment.
